NO BOONDOGGLING CUT COSTS ACROSS THE BOARD,

THE ANSWER is simple, the implementation more complex.

Have honest and competent workers (not simply employees) to administer the programs authorized.

No boondoggling, no favoritism.

No automatic raises. This simply adds to inflation. If needed, change laws to conform.

Cut costs across the board, as necessary, all the way from the top to the poverty line (not below) for all employees and programs - with provision for restoration when and if income increases to allow restoration.

To me this makes good common sense. It would avoid the layoffs that are causing so much hardship in so many places and would be fairer.
