HERBERT E. WHEELER has been named vice president of private operations at Blue Cross and Blue Shield of Virginia. Based in Roanoke, he was previously assistant general manager of private operations.He is now responsible for Medicare supplementary insurance, student insurance, personal health care, medical review and consumer affairs operations for the company. He succeeds PAUL KEYSER who became vice president of the company's government business group.
