HERBERT E. WHEELER has been named vice president of private operations at Blue Cross and Blue Shield of Virginia. Based in Roanoke, he was previously assistant general manager of private operations.He is now responsible for Medicare supplementary insurance, student insurance, personal health care, medical review and consumer affairs operations for the company. He succeeds PAUL KEYSER who became vice president of the company's government business group.

She will be located in the Pulaski office. Faber was formerly a senior accountant with Young & Prickett, CPAs of Roanoke and a real estate agent tor with Century 21, Sellers & Associates in Moneta. He will be located in the Smith Mountain Lake office.

HOFHEIMER'S INC., a Norfolk-based shoe retailer operating stores in Roanoke has named Aubrey L. Layne Jr. as president.
Layne, a former vice president and chief financial officer of the Norfolk shoe retailer, replaces Anthony V. Beechey, who resigned Feb. 3.
