GENERAL ASSEMBLY TUESDAY'S HIGHLIGHTS

Tickets - The House Roads and Internal Navigation Committee endorsed a bill giving counties the same authority cities now have to place tickets on parked cars that do not display a local property tax sticker.

Interest - The Senate sent back to committee a bill that would allow banks to eliminate a 25-day grace period before interest is charged on credit card bills. It had cleared the Senate Commerce and Labor Committee Monday.

School uniforms - The Senate rejected on a voice vote an amendment by Sen. Henry L. Marsh III, D-Richmond, that would have required Petersburg City Council to give its approval before elementary and middle school pupils could be required to wear uniforms. The Senate had passed the bill Monday, but then agreed to reconsider its vote Wednesday.

Hoops - Senate and House Democrats gloated over their 61-45 victory in an annual basketball game against Republicans. The game raised about $1,500 for a homeless shelter, said Del. Thomas M. Jackson Jr., D-Carroll, who led all scorers with 30 points.

Free clinics - The House Courts of Justice Committee endorsed a bill granting immunity from liability for doctors at free clinics.

Rainy-day fund - The Senate Privileges and Elections Committee unanimously endorsed legislation that would set a November referendum on a constitutional amendment to create a "rainy day" fund.
