PAUL TSONGAS DEMOCRATIC PRESIDENTIAL CANDIDATE

BORN: Feb. 14, 1941, in Lowell, Mass.; father owned a small dry-cleaning store; has a twin sister. EDUCATION: Bachelor of Arts, Dartmouth College, 1962; law degree, Yale University, 1967. CAREER: Peace Corps volunteer in Ethiopia, 1962-64, West Indies, 1967-68; Massachusetts deputy assistant attorney general, 1969-71; practicing attorney, 1971-74; U.S. House of Representatives, 1975-79; U.S. Senate, 1979-85; practicing attorney, 1985-present. MILITARY SERVICE: none. HEALTH: Battled lymphatic cancer in mid-1980s and underwent life-saving bone-marrow transplant surgery. Doctors say there are no signs that the cancer still exists. FAMILY: Married, three daughters, aged 17, 14 and 10. POLITICAL ACHIEVEMENTS: Helped bring about widely acclaimed urban renewal project in Lowell, Mass., in mid-1970s; championed the Alaska Lands Act in the Senate, which set aside millions of acres of parkland; one of first Democrats to support Chrysler bailout in 1979, with stipulation that workers make wage concessions. KEY ECONOMIC PROPOSALS: Create temporary investment tax credit. Cut capital-gains tax for long-held securities. Increase top income tax rate to 34 percent or 35 percent for families earning over $200,000 a year to pay for capital-gains cut. Gradually raise gas tax by as much as 50 cents per gallon over the next 10 years, to pay for conservation programs and public works. No middle-class tax cut.
