INDEPENDENT MAKES BID FOR CONGRESS

A Stafford County computer salesman said he will run as an independent candidate for the 1st District seat in the U.S. House of Representatives now held by Republican Herbert Bateman.

Donald Macleay Jr. said he wants to promote Christian and family values, as well as face head on the problems of a slumping economy and a faltering health care system. "I will make noise. I will rock the boat. I will not accept the business-as-usual attitude of the politicians," he said.

Macleay was reared in Fairfax County and graduated from Virginia Military Institute.

Rocky Spencer, a Newport News tax accountant, also is running as an independent for the seat. Two Peninsula residents are seeking the Democratic nomination: former TV reporter Andy Fox and graduate student Donnie Tuck.

The district was redrawn this year and now stretches northeast from the Peninsula to the Fredericksburg area.
