Webb, who has been associated with the service agency for all but two of its 20 years, stepped down as board chairman after the league's annual meeting at Northminster Presbyterian Church.
Webb, 78, said he planned to stay active in the league as a volunteer with the Retired Senior Volunteer Program.
Executive Director Susan Williams praised Webb for his dedicated service as a staff member, board president and volunteer.
"It's going to be a real adjustment for us not to have him around as much," she said.
The League of Older Americans provides meals, transportation and other services to seniors in eight jurisdictions stretching from Covington to Roanoke.
Webb, a retired federal employee, became a league volunteer in 1974 and later joined the staff. He retired in 1983, but remained on the board.
Del. Richard Cranwell, D-Vinton, praised Webb as someone who understood that "government could and should be an instrument for improving the lives of all Americans."
Roanoke Mayor Noel Taylor read a resolution proclaiming Thursday as "Prentiss A. Webb Day."
"I certainly didn't expect all this today," Webb said. "It overwhelms me, I assure you."
