Toney shared the honor with Campbell University's Laurie Hood.
Toney, from Bassett, led the conference in scoring with a 21.2 points-per-game average. Her 1,972 career points lead the league. Toney scored in double figures in 26 of 27 games and finished the season among the league leaders in assists, steals and free-throw percentage.
Hood, a 6-foot senior center, was second in the conference in scoring with a 20.8 average on 52.2 percent shooting. She grabbed 8.2 rebounds per game.
Lichonczak led the Highlanders to an 18-9 regular-season mark and the Big South regular-season title with an 11-1 record.
Liberty's Angie Johnson was chosen the rookie of the year in the conference.
