Toney's paced Radford to an 85-77 victory over Campbell and earned her tournament's most valuable player award.
The Highlanders (20-9) saw a 15-point second-half lead melt to two points with 8:31 remaining, but Toney sank two 3-point field goals that gave Radford a 71-64 edge with 7:16 to play.
Toney, from Bassett, scored 22 of her points in the second half and became the first player in conference history to score more than 2,000 points in a career. She has 2,020 points.
Campbell (18-10) trailed 42-39 at halftime.
Radford went on a 17-5 run over the first six minutes of the second half for a 59-44 lead. All-tournament selection Laurie Hood, who scored 18 points for the Camels, had six during a 17-6 run that saw Campbell close to 65-63 with 8:31 left.
Shannan Wilkey had 16 points for Radford and Becky Harden added 13. Tammie Crown, who joined Toney, Hood and Liberty's Wendy Johnson and Jeri Wiley on the all-tournament team, had seven points and a game-high 14 rebounds.
Lisa Allison of Roanoke had 16 points and 10 rebounds for Campbell, and Amy Nigro had 15 points. \
