SCALES REQUEST COULD MEAN LANDFILL FEES NEARER

Business and industry soon may have to pay to dump trash at the Floyd County landfill.

After nearly two years of discussion without action, the Board of Supervisors took a tentative step Monday toward imposing a fee on business and industrial users.

The supervisors instructed County Administrator Randy Arno to collect information on installing scales on the nearly finished landfill access road.

The cost of scales is estimated between $40,000 and $50,000.

"This is just the beginning of it," said Arno.

"I thought we had the beginning of it a while back. But now I'm sure of it."

The county budget for the last two years has included a revenue source called tipping fees.

Landfill charges between $15 and $25 per ton were to have brought in $65,000 this year and $58,500 in 1990-91. But the fees have never been imposed.

And the supervisors still worry that some businesses and industries may try to avoid the fee by illegal dumping.

"I'm reluctant," said David Ingram.

"There are going to be lots of problems with it. But there are going to be problems anyway."

In other business Monday, the supervisors:

Heard a proposal from Donna Whitmarsh of the Floyd Environmental Action Team for an ordinance regulating control and storage of chemical and nuclear waste.

It included requirements for an environmental-impact statement and $5 million in insurance and set a fee schedule to help defray processing and inspection costs.

Received the resignation of County Attorney Marc Small, effective April 1.

"The long and short of it is the workload of my practice has increased," said Small, who worked for the county part time.

Arno said he would continue to use Small after April on an hourly basis on such issues as the solid-waste ordinance and the subdivision ordinance.

No timetable was set for naming a replacement.

Appointed Ann-Margaret Shortt to the county Welfare Board from the Courthouse District.

Set a budget work session for March 27 at 7 p.m.
