Watts, who retired in 1981, died Sunday.
He practiced law with the Lynchburg firm of Caskie, Frost, Davidson and Watts until 1958, when he joined Peoples National Bank.
He served as president of that bank until it merged with First and Merchants National Bank in 1963, when he became senior vice president of the Lynchburg region.
Godwin appointed the Lynchburg native as state treasurer in 1974. He was reappointed by Dalton in 1978.
Watts is survived by his wife, Dorothy Leininger Watts; two sons, Robert C. Watts III of Pungoteague and Paul Hendrick Sheehy of Richmond; and three daughters, Helen Watts Strauss of Lynchburg, Mary McLaurin Watts of Arlington and Frances Sheehy Powell of Concord, Maine.
