COMMERCE SECRETARY FRANKLIN TAKES OATH

Barbara Hackman Franklin took over Monday as secretary of commerce, the 29th person to hold that post but only the second woman.

"I'm really thrilled to be on your team," she told President Bush. She was sworn in by Justice Sandra Day O'Connor, the only woman ever to serve on the Supreme Court.

She succeeded Robert Mosbacher, who has been named chairman of Bush's re-election campaign. - Associated Press
