The measure would make an additional 1.4 million students eligible for federal grants, increasing from 70,000 to 350,000 the number of eligible students whose families earn more than $40,000 a year. According to a Congressional Budget Office analysis, 1.1 million more students also would be eligible for subsidized loans, with the overwhelming number coming from families whose annual income exceeds $35,000.
Following a similar Senate vote last month, the 365-3 House vote shows Congress' intention to substantially increase the amount a family can earn and still be eligible for federal school aid.
The Bush administration has proposed focusing federal aid on the poor.
