ALL THE FACTS AREN'T ON THE TABLE

I AM AMAZED that President Clinton's economic plan calls the increase in taxes on Social Security payments a "spending cut." The purpose of this is to disguise another middle-class tax increase. Those who planned their retirement by saving and investing in such things as IRAs are being penalized. If we penalize people who save, soon no one will save.

We also are not getting all the facts about the energy tax. It may be true that the increase in the cost of electricity, heating fuel and gasoline will be modest, but what we are not being told is about the increase in the cost of things we buy. Some industries that use huge amounts of energy are farming, airlines, auto and steel. Guess who pays for that? BILL EPLING SALEM
