DELIVER ON THE SPENDING CUTS
THE INTRODUCTION of President Clinton's economic plan has given us evidence that 6th District voters showed wisdom in their selection of Congressman Bob Goodlatte. He has correctly noted that the plan is nothing new but rather the same old tax-and-spend liberalism.In the past 10 years, we have tried two deficit-reduction plans similar to Clinton's - one in 1983, and the notorious deficit-reduction compromise of 1990. Both plans had stiff tax increases and promised $2 of spending cuts for each $1 of tax hikes. The tax hikes arrived right on schedule, but somehow, Congress never got around to the spending cuts. In both cases, the deficit exploded.
Similarly, Clintonomics promises few current spending cuts and indeed includes many new spending programs. But, they say, next year, by golly, they'll really cut spending. Yeah, right.
Unlike many congressional Democrats, Goodlatte realizes that there is no virtue in giving a twice-proven folly a third chance. The taxpayer has already been soaked enough. It's time now for the spending cuts that have been long promised but never delivered. SAMUEL J. WALLIN ROANOKE
