Sheila Jo Clay and Thomas Harlow Palmer, Jr. are engaged and planning to be married May 1, 1993. She is the daughter of Mrs. Betty Nester Clay of Willis, and the late Mr. Colba Dutch Clay. She graduated from Floyd County High School and Radford University with a Bachelor of Science Degree. She is employed by BellSouth Communications System, Inc. He is the son of Mr. and Mrs. Thomas Harlow Palmer, Sr. He graduated from Cave Spring High School and Virginia Western Community College and VPI and SU. He is employed by Sysco Foods of Virginia.
