POWELL PLAN MAKES NORFOLK TRAINING CENTER
Norfolk would become a center for training and planning military operations under a preliminary reorganization plan proposed by Joint Chiefs of Staff Chairman Colin Powell, a newspaper reports.The proposal, revealed in a draft report leaked to reporters, would not necessarily bring more troops to the Hampton Roads area, but would make Norfolk a center for joint operations, sources told the Virginian-Pilot of Norfolk for a story in its Friday edition.
"Right now, most training is done by the services at the basic level," a senior Navy official said. "This is the next step to integrate all the forces here in CONUS [continental United States] so that they train jointly, they deploy jointly and then they fight jointly."
A spokesman for Powell cautioned that the report is still a "working document" and could change before he presents it to President Bush before Bush leaves office.
