TERRY SIGNS UP FOR RACE

Attorney General Mary Sue Terry opened a new bank account Friday - with $1.2 million.

Terry transfered the money into an official Terry for Governor fund, filing papers that make official her entry into the 1993 campaign. She entered the race with what is likely to be the most money on hand of any candidate.

Friday was the deadline for candidates to report on their 1992 fund raising. Other statewide candidates were mailing their reports on the deadline and copies were not available.

Terry's treasury was bolstered by a $1 million reception and dinner she staged in December. She cleared about $700,000 from the black-tie event in tents on an island in the James River in Richmond. Terry has raised a total of $2.1 million so far.

Republican George Allen of Charlottesville, the perceived leader in the GOP field for the nomination, issued a summary of his financial statement. He said he has raised $393,000 and has $127,000 in the bank.

Terry repeated Friday that she has not decided whether or when to resign her office to campaign. She plans a formal announcement of her candidacy March 10.

The three Republican candidates, meanwhile, spent Thursday and Friday negotiating over a schedule and format for debates in their contest. Allen's campaign said Thursday he had proposed 14 debates, one in each of the state's 11 congressional districts and one in each of the three candidates' hometowns. But the campaign said the other campaigns had not agreed.

That brought an angry response Friday morning from the camp of Earle C. Williams. Steve Haner, Williams' spokesman, said Allen had violated an agreement to keep the debate negotiations private until they were concluded.

Haner said Allen knew that some of the dates conflicted with Williams' plans and with the General Assembly schedule of Del. Clinton Miller of Shenandoah, the third GOP hopeful.

Terry is the only declared candidate for the Democratic nomination, though Secretary of Education James Dyke has suggested he may challenge her.
