The Treasury Department's weekly auction of three- and six-month bills was postponed Monday because of the Martin Luther King Day holiday. The auction is scheduled for today.

Rolls-Royce PLC, the giant British maker of jet engines, on Monday named John Rose president and chief executive of its U.S. subsidiary in Reston, Va. Rose, 40, is director of corporate development for Rolls-Royce and chairman of an affiliated company, Rolls-Royce & Partners Finance. He will succeed on Feb. 1 John W. Sandford, 58, who will be managing director of the company's Aerospace Group based in Derby, England.

Fairfax-based Orbital Communications Corp. has announced a licensing agreement with a Hong Kong company that will offer its satellite and data communications services in Hong Kong and China. Champion Technology Holdings Ltd. of Hong Kong will survey the market and develop a business plan. The services are expected to be available there by the end of 1994.

S&K Famous Brands Inc. has reported a two-for-one split of its common stock. The Richmond-based menswear retailer will distribute the split Feb. 12 to shareholders of record as of Jan. 29. S&K, which had nearly 2.4 million shares of stock outstanding in 1992, operates 128 stores in 21 states.
