Miss Sally Mavine Rodriguez and Mr. William David Fowler II announce their engagement. Sally is the daughter of Mr. and Mrs. Louis I. Rodriguez of Goodview and Miss Betty L. Skinnell of Roanoke. Billy is the son of Mr. and Mrs. William D. Fowler of Goodview, Va. Sally is the granddaughter of Mr. and Mrs. Ray E. Skinnell of Roanoke and Ms. Julia Infante of Puerto Rico. Billy is the grandson of Mrs. Geneva Fowler of Vinton. Sally and Billy graduated from Staunton River High School. Sally is employed with Dominion Bankshares/First Union and Billy is employed with Hechingers. An August wedding is planned.
