The May Department Stores Co., parent of Hecht's and Payless ShoeSource stores, said Thursday it would consolidate its Foley's, Houston, and May D&F, Denver, divisions effective May 2. The consolidated division, which will be headquartered in Houston and operate as Foley's, will have 49 stores with sales of $1.6 billion.

\ Directors of Fleetwood Enterprises Inc., a Riverside, Calif. maker of manufactured housing at a Rocky Mount plant, have declared a 2-for-1 stock split and increased the stock dividend. The new shares will be issued March 1 and the new quarterly dividend of 12 1/2 cents a share, an increase of 9 percent, will be paid May 12.

\ Virginia Power and Newport News Shipbuilding are members of a consortium that on Thursday submitted a proposal to the Department of Energy for a universal container system for spent nuclear fuel. The companies said the system will bring more jobs for defense contractors and safety for nuclear power workers and the public. They project a need for 10,000 containers costing $600,000 each, or $200 million annually, for 30 years.

\ Norfolk Southern Corp. Chairman and President David R. Goode on Thursday was elected a director of Trinova Corp., a Maumee, Ohio, maker and distributor of engineered components and systems that are sold through its operating companies, Aeroquip and Vickers, to the industrial, aerospace, defense and automotive markets.

\ Fieldcrest Cannon Inc., a Greensboro, N.C.-based textile and carpet maker operating a towel mill in Henry County, said it has signed a letter of intent to acquire from C.S. Brooks/Caldwell rights to Canada's leading brand name in towels - Caldwell. Under the terms of the agreement, Fieldcrest Cannon also will acquire the distribution and marketing operation of C.S. Brooks/Caldwell, which will become a manufacturing contract supplier to Fieldcrest Cannon.
