TALKS TO END CIVIL WAR IN GUATEMALA CANCELED
President Jorge Serrano said Friday that plans to restart peace talks on ending Guatemala's 32-year civil war have been canceled.The president said the chief peace mediator, Monsignor Rodolfo Quezada Toruno, informed him that the leftist rebel Guatemalan National Revolutionary Union rejected plans for the peace talks to restart Feb. 15.
The president accused the rebels of "displaying delaying tactics and placing unacceptable conditions to hold back the dialogue and evade a fundamental discussion of the substantive themes."
Talks on ending the war deadlocked in August over disagreements on human rights.
