NAMES & CHANGES

HSMM names new chairman

Hayes, Seay, Mattern & Mattern Inc., a mid-Atlantic regional firm of architects, engineers and planners based in Roanoke, has named T. HOWARD NOEL its new chairman and chief executive officer to succeed H. BOYD DICKENSON, who has retired after 45 years with the firm.

Noel joined the firm in 1967 and held several positions before becoming an associate partner in 1979 and a partner in 1981. He has been president of HSMM since 1988. His professional background includes management of multidisciplinary teams engaged in the planning and design of major transportation facilities, commercial buildings and industrial complexes.

Noel is a graduate of the University of Virginia with a bachelor of science in civil engineering and is a registered professional engineer.

Dickenson joined the firm in 1947, the year Hayes, Seay, Mattern & Mattern was established. A graduate of the Massachusetts Institute of Technology with a bachelor of science in mechanical engineering, Dickenson has been in charge of projects since 1953. He was named a partner in 1960 and managing partner in 1980. He was elected chairman and chief executive officer of the company upon its incorporation in 1988.

Under his management, HSMM expanded into new geographic markets, opening six branch offices in Virginia, North Carolina and South Carolina. The firm also moved into new design markets, establishing itself as a specialist in building renovation and as a designer of health care facilities, research laboratories, industrial plants, communications systems and confinement facilities, such as jails, prisons and juvenile detention centers.

ADVERTISING

\ JACK FISHER, senior vice president and manager of the Roanoke office of Finnegan & Agee, has won the advertising agency's top performance award for 1992.

Fisher was cited for his accomplishments since opening the Roanoke office in 1983 and, in particular, for managements of the Advance Auto Parts account.

The agency said Fisher was also responsible for winning and retaining accounts for McDonald's Roanoke Co-op and Moore's Lumber and Building Supplies.

\ DAWN MARTIN has joined the creative department of The Maddox Agency, an advertising and marketing agency with offices in Roanoke and Richmond. She recently graduated from James Madison University with a degree in graphic design.

CHARITIES

\ JOHN F. PENDARVIS, executive director of Family Service of Roanoke Valley, has been elected president of the Council of the United Way Executives for 1993. DAN CLIFTON, executive director of the Blue Ridge Mountains Council of the Boy Scouts of America, has been elected vice president for programs.

COLLEGES & UNIVERSITIES

\ MEREDITH STROHM has been appointed provost of the new College of Global Studies at Radford University.

A graduate of Miami University in Ohio, she holds a master's degree from Indiana University and a doctorate from the University of Maryland. From 1986-89, she was principal staff adviser on international trade and education for Gov. Gerald Baliles. She also has been assistant to the president and social work instructor at Longwood College and director of residence hall programs and services at Virginia Commonwealth University. Most recently, she has developed overseas offices for the Hunton and Williams law firm in Richmond.

ENGINEERING

\ THOMAS GIBSON, a mechanical engineer formerly employed by Hercules Inc. at the Radford Army Ammunition Plant, has started Gibson Engineering Services in Roanoke. The company specializes in machine design, hydraulics and pneumatics, liquid storage and pumping systems.

GOVERNMENT

\ LESTER L. LAMB, president and chief executive officer of Radford Community Hospital, has been appointed to a four-year term on the state Board of Health by Gov. Douglas Wilder.

\ CHRIS CHITTUM, CAROLYN HAYES-COLES, MARTHA HOOKER and RONALD L. MASSEY have completed the Virginia Certified Planning Commissioners' Program, which provides new and veteran planning commission members with a comprehensive introduction to community planning and the responsibilities of local planning commissions. Chittum is the Franklin County planner. Hayes-Cole is a member of the Roanoke Planning Commission. Hooker and Massey are members of the Roanoke County Planning Commission.

HOSPITALITY

\ BOB KLUMPP has been appointed sales manager for the Jefferson Motor Lodge and Tommy's Restaurant. He will oversee sales development and specialize in group and convention sales. He formerly worked as regional vice president and controller for Virtec, a Canadian venture capital company specializing in hotel and condominium development.

INSURANCE

\ ROBERT A. FRARY of Shenandoah Life Insurance Co. in Roanoke has been appointed to a advisory board that will oversee a continuing education program for Virginia's licensed insurance agents. The new 14-member board is comprised of representatives of the insurance industry and the State Corporation Commission's Bureau of Insurance.

\ B. CRAWFORD BANKS JR., vice president and branch manager for Erie Insurance Group in Roanoke, has been named regional vice president. Based in Richmond, he will oversee Erie Insurance operations in Richmond, Roanoke, and Waynesboro; Raleigh, N.C.; and Silver Spring and Hagerstown, Md.

TECHNOLOGY

\ ANDREW A. HETZ of Roanoke has been named a senior project manager of field services at ETS Inc., a subsidiary of ETS International Inc. which specializes in toxic emission measurement and control. His primary responsibilities will involve coordination of the field services staff. He formerly worked for the Virginia Department of Air Pollution Control in Roanoke.
