KAREN S. SEIGEL, daughter of Harold and Geraldine Shaffer of Roanoke, recently passed the California bar and has joined the litigation department of Hill, Farrer & Burrill in Los Angeles.

A resident of Pacific Palisades, Calif., Seigel is a magna cum laude graduate of the University of California at Los Angeles and received her law degree from Loyola Law School in 1991. She is a 1971 graduate of Cave Spring High School.

\ CHARLIE CHANG, executive chef and owner of the Fiji Island Restaurant in Roanoke, has been named chef of the year by the Southwest Virginia chapter of the American Culinary Federation.

Chang, who volunteers as a guest chef for charity projects, also was elected chairman of the chapter's board.

Other officers are: Jack Harteis, president; Curtis Carter, vice president; Steve Williams, treasurer; Jeff Shupe, secretary; and Bobby Simmons, newsletter editor.

\ EDWARD BARNES, a personal financial planner with IDS Financial Services Inc. of Roanoke, was recognized for having completed his 25th year with the company.

Barnes, a 1960 graduate of Virginia Military Institute, recently completed study and testing requirements to receive a certified financial planner designation.

\ PRUDENTIAL'S ROANOKE DISTRICT AGENCY has donated $1,000 to the Salvation Army's Turning Point shelter for abused women as a result of having won the Prudential Heritage Award.

The award of a donation to the winning office's charity of choice was earned through the agency's client service effort during the campaign.
