DEMAND ISRAEL'S FULL COMPLIANCE

PRESIDENT Clinton, shame on you. The United Nations Security Council's Resolution 799 must be enforced to allow all Palestinian deportees in southern Lebanon to return to their homes and families. The United States is a party to this resolution and must demand from Israel full compliance. Your secretary of state, Warren Christopher, is the master of double talk. The bargain struck between Israel and the United States for the partial return of some 100 deportees is no bargain at all.

Mr. President, stand tall and enforce the will of the international community and the rule of law on all violators, even if it is Israel. A just and compassionate leader will earn his respect and place in history. This is your chance, William Jefferson Clinton. CECILIA SERRANO ROANOKE
