CLINTON MAKES FAIR PROPOSALS
PRESIDENT Clinton's proposed economics program contains no surprises. The good news is that it contains no new taxes on Habitat's extended family, i.e., the working poor who live in their safe and affordable homes provided by Habitat. The cut in programs won't affect our mission as we receive no federal funds. As an aside, his program, if adopted, will cost retirees in my situation more than $1,000 per year. I would not have asked for that. But it's fair. WILLIAM S. HUBARD President Habitat for Humanity in the Roanoke Valley ROANOKE
