James Miller, director of the Office of Management and Budget under President Reagan, said Wednesday he is considering challenging Sen. Charles Robb in 1994.Miller said he plans to form exploratory and state political action committees as he considers whether to campaign for the Republican nomination.
Miller, president of the Washington-based advocacy group Citizens for a Sound Economy, acknowledged that Oliver North has a head start in the nominating contest. Neither has formally announced his candidacy.
Miller, a George Mason University professor, was OMB director during Reagan's second term.
Robb, a Democrat, faces a possible challenge within his own party. Gov. Douglas Wilder, a longtime Robb foe, said he will decided this summer whether to challenge Robb for the party's nomination.
