U.N. MEDIATOR VANCE RESIGNS
Cyrus Vance said Thursday that he is resigning as the U.N. mediator in the Yugoslav conflict, calling it the most difficult job he has ever undertaken.Vance, a former U.S. secretary of state, is expected to be replaced by Norwegian Foreign Minister Thorvald Stoltenberg.
Vance, 76, has been U.N. Secretary-General Boutros Boutros-Ghali's special envoy to the former Yugoslav states since October 1991. He and Lord David Owen of the European Community have forged peace plans for Croatia and Bosnia-Herzegovina.
Bosnia's Muslim and Croat leaders have signed the Vance-Owen plan, but the Bosnian Serbs have so far resisted.
