CONDUCT, APPEARANCE AMONG RULES CHANGES
Proper conduct of coaches and appearance of players in high school basketball is the focus of several rules changes for the 1993-94 high school basketball season.To address the conduct and behavior of coaches, the rules committee approved a rule for those states that utilize the six-foot coaching box as Virginia does.
The first technical foul charged to a head coach in a game results in that coach being seated for the remainder of the game, except for specific allowable situations. The coach no longer will be able to rise and give instructions within the coaching-box area after receiving a technical foul.
Appearance of players also is a concern of the rules committee. Presently, a player's shirt is required to be tucked inside the shorts, which are to be positioned above the hips and worn properly. A player not conforming to this uniform policy next year will be directed to leave the game until the next substitution opportunity.
Another rule concerns sportsmanship. Players occupying a marked lane space on free throws may move when the shooter releases the ball, but they cannot break the plane of the free throw line until the ball touches the rim or the backboard. In some cases, individuals were intimidating and disconcerting the free-throw shooter by moving into the semicircle simultaneously with the release of the ball.
Also, it will be against the rules for excessive swinging of the arms or elbows on a free throw. The result for such an infraction will be a technical foul.
