BUCKLING UP
Virginians are buckling up their seat belts at record rates, according to the state Department of Motor Vehicles.The department estimates that 72 percent of Virginians wear their seat belts. That's up from a previous high of 63 percent. State officials attribute the increase to more safety-awareness programs.
