Lottery spokeswoman Paula Otto said Romeo Silerio, 30, of Norfolk picked up his first after-taxes payment of $233,553. He will receive 19 more annual payments of $235,960.
Silerio said he has been trying to bring his wife and two children to the United States. Silerio used his birth date, as well as those of his wife, parents and children, to pick Saturday night's winning combination: 1-6-9-13-16-29.
