TEXAN NEW SECRETARY OF THE NAVY

President Clinton announced Wednesday he has picked a longtime Democratic campaigner and investment banker, John H. Dalton of San Antonio, Texas, to be secretary of the Navy.

Dalton, 51, has a record of jobs in investment and federal agencies. He once was chairman of the Federal Home Loan Bank Board and headed the Government National Mortgage Association. Dalton has campaigned for a succession of candidates, most recently serving as the 1992 finance chairman of the Clinton-Gore campaign in Bexar County, Texas.

He takes over the Navy job at a challenging time, with decreases in military spending in the post-Cold-War world, President Clinton's plan to allow homosexuals to serve openly in the military services, and the pending report on the Tailhook sexual harassment scandal.
