CELLULAR EAVESDROPPING SCANNERS TO BE BANNED

A new Federal Communications Commission rule outlaws radio scanners that can eavesdrop on cellular phone conversations.

The rule, which takes effect next week, is the result of legislation that grew out of increasing complaints that ordinary scanners have been picking up private chats, like one between Virginia Gov. Douglas Wilder and a political supporter.

The 1988 Wilder call was at the heart of a federal investigation into political eavesdropping that resulted in charges against employees and associates of Sen. Charles Robb, D-Va.
