The hearing on the merits of the increase, planned for May 18, has been reset July 18. A hearing will be held May 18, but only to receive statements from public witnesses, the SCC said Tuesday.
The increase, to take effect on May 4 but subject to refund if disapproved, will add $4.05 to the monthly bill of a residential customer using 1,000 kilowatt-hours of electricity.
The two-month delay was requested by the SCC staff because it had difficulties getting and evaluating data supplied by Apco, said Ken Schrad of the SCC.
The Old Dominion Committee for Fair Utility Rates, an organization of large users of electricity, and the state attorney general's office, opponents of the rate increase, agreed to the delay.
In January, Apco President Joseph Vipperman said the utility had "reluctantly" asked for higher rates, largely because of factors beyond its control, including a required change in funding benefits for retired employees, abnormal weather and lower sales to other utilities.
Those planning to speak at the May hearing should arrive by 9:45 a.m. Both hearings will be in the second-floor courtroom of the new Tyler Building, across the street from the SCC's former offices.
