Neil Houlihan and Wesley R. Welch, both 19, were charged with grand larceny and conspiracy to commit grand larceny, said police spokesman Mike Carey. The men are based at the Norfolk Naval Air Station.
Carey said authorities recovered all the instruments stolen early Sunday from a bus parked in an oceanfront hotel lot. The instruments were used by touring student musicians from Williamsville, N.Y.
Police initially said 40 instruments were stolen, but the number was revised to 44. The instruments were found at seven locations, including three residences, two trash bins, a ditch along Interstate 64 and a field near Norfolk International Airport.
Carey said additional arrests were expected. - Associated Press
