CABLE TV LOSES APPEAL FOR RULE DELAY

Cable television operators lost a bid Thursday to delay enforcement of a federal law that requires them to devote about one-third of their channels to local broadcast stations.

Chief Justice William Rehnquist rejected an emergency request by cable operators and programmers who sought to postpone the law's effect until the full Supreme Court acts on a formal appeal.

The cable operators and programmers say the 1992 Cable Television Consumer Protection and Competition Act violates their free-speech rights.
