William Robert Bentley Jr., 34, seemed stunned shortly after the accident, said Sgt. Charles Mullins of the Virginia Department of Game and Inland Fisheries, who investigated the crash.
He said Bentley refused medical treatment from rescue squad personnel at the scene and did not appear to have sustained any injuries.
The craft, described as a small motor boat, sank but was recovered about 1 p.m.
The accident happened sometime during the morning, but Mullins said the time had not been pinpointed. He said the investigation into the accident was not complete.
Authorities were unsure at first whether someone else might have been on the boat and not made it to shore, but Mullins said the investigation showed that Bentley was the only occupant.
