Three Western Virginia agencies have won honors in the Virginia Public Relations Awards at Richmond.
Medallion awards went to John Lambert Associates of Roanoke for its campaign for the Renew Roanoke Foundation and to Lin Chaff PR & Advertising Inc. of Roanoke for First Team Auto Mall.
Virginia Tech in Blacksburg won a certificate of merit for a project on behalf of its Pamplin College of Business.

\ The Commonwealth of Virginia's $124.6 million general obligation bonds, offered for bids on May 12, have been rated AAA by Fitch. They include two issues for higher educational institutions: $28.8 million for new construction and $21.3 million for refunding purposes, both due June 1, 1994 through 2015, and $74.5 million to refund transportation facilities bonds, to mature July 1, 1993, through 2011.
\ Home Shopping Network Inc. said Thursday its board of directors has declined to take a position on a $7 per share tender offer by Liberty Media Corp. for as many as 15 million shares of HSN's common stock.
\ The Bombay Co. Inc., a Fort Worth, Texas, retailer with a store in Roanoke, said Thursday it has filed an application to list its common stock on the New York Stock Exchange, with trading expected to begin in late May under the symbol BBA.
\ Hayes, Seay, Mattern & Mattern Inc., a Roanoke firm of architects, engineers and planners, has been selected to design the fourth phase of a complex of air-cushion landing craft at Little Creek Naval Amphibious Base in Norfolk and Virginia Beach. The $8 million phase is part of a $38 million complex under development for more than 10 years.
\ Breakell Inc., a Roanoke general contractor, has been awarded two contracts: a $1.8 million renovation of James River High School for the Botetourt County school system, to be designed by Sherertz Franklin Crawford Shaffner Inc. of Roanoke and completed in October, and a $62,000 renovation and addition to Jamont Press in Roanoke, including space for its Hoppy Copy division, to be designed by Hughes Associates and completed in June.

\ Mod-U-Kraf Homes Inc., Rocky Mount maker of modular homes, apartments and commercial buildings, reported first-quarter net income after adjustments of $336,563, or 50 cents a share, up from a net loss of $34,263, or minus 5 cents a share, a year ago. Sales were $1.5 million, up from $1.1 million.
\ The Columbia Gas System Inc. of Wilmington, Del., a major supplier to Roanoke Gas Co., on Thursday reported first-quarter net income of $139.8 million, or $2.77 per share, up from $10.8 million, or 21 cents per share, during the 1992 period. Earnings were $89 million, up 34 cents a share from last year's adjusted results of $71.6 million. Operating revenue was $1,222.6 million compared to $1,032.2 million in the 1992 quarter.
\ Buffets, Inc., Eden Prairie, Minn., restaurant company operating Old Country Buffet in Roanoke County, said Thursday the 1993 first quarter was the most profitable in its history. Net earnings rose 19 percent, to $4.56 million, or 31 cents a share, from $3.83 million, or 26 cents a share, in the 1992 quarter. Restaurant sales were up 25 percent, to $88.4 million from $70.9 million in the 1992 quarter.
Buffets opened nine restaurants in the quarter and expects to open 31 more this year. It operates 143 restaurants in 19 states and franchises six in two states.
