BOMB SUSPECT'S BROTHER PROBED

Virginia Tech police have issued 39 summonses against a student whose brother is being investigated by federal authorities on a charge of mailing a letter bomb.

Richard Huang, 22, of Annandale, who lived on campus in Thomas Hall, is accused of possessing 39 state keys without permission, Tech Capt. Jody Falls said.

Huang, who was a senior at Tech but did not graduate last week, has not been served with the misdemeanor charges, but Falls said Huang's attorney is arranging to have him return to the area to be served.

The keys were discovered last week when federal postal inspectors searched the dormitory room Huang shared with his brother, Felix Huang, a junior.

According to federal search warrant records, Felix Huang is under investigation on a charge of mailing an explosive device to the service manager of an Arlington repair shop. The package was discovered in an Arlington mail-sorting center when an electronically controlled device ignited prematurely, launching the package out of a mail hamper.

The two brothers lived together in Thomas Hall on the Tech campus.

Dave Nutter, a Tech spokesman, said the 39 keys were for academic buildings, offices and classrooms.

Nutter was unsure if Tech officials were aware keys were missing before they were found.
