Salem was honored for its management and personnel policies that make it easier for employees to participate in the National Guard and Reserve.
Seven Salem employees are long-term members of the Guard or Reserve. Two were mobilized during Operation Desert Shield/Desert Storm.
Among actions the city took in their support were: establishing a program to make up the difference in military and civilian pay; continuing employment benefits to include health and pension plans, with full reinstatement upon return from active duty; and maintaining communications with employees to keep them updated on changes.
Salem employee James R. Bryant, who also is a sergeant major in the Marine Corps Reserve, made the nomination.
\ NAVY FIREMAN RECRUIT DIANE M. WALSTON, daughter of Barbara L. Gergler of 144 Clubhouse Drive, has completed recruit training at Orlando, Fla.
\ PETTY OFFICER 2ND CLASS OSCAR LANGHORN, son of Juanita Langhorn of 1031 Syracuse Ave. N.W., recently was awarded the Navy's Battle Efficiency Ribbon while serving aboard the guided missile destroyer USS Kidd, based in Norfolk. The ribbon denotes service with a ship or squadron that has won a battle efficiency competition.
Langhorn earned the award for excellence in four departmental areas: maritime warfare, command and control, engineering and survivability and logistics management.
\ PFC. IRVING L. HASKINS, son of Dorothy M. Bowling of 136-8 Westside Blvd., has returned from Okinawa, Japan, with 2nd Battalion, 8th Marines, based at Camp Lejeune, N.C., as part of the Unit Deployment Program.
Haskins is a 1991 graduate of William Fleming High School.
\ PVT. KONRAD D. WILSON, son of Elinor A. Lee of 1326 Clarke Ave., received the Army Commendation Medal.
Wilson, a heavy anti-armor weapons infantryman at Fort Bragg in Fayetteville, N.C., is a 1992 graduate of William Fleming High School.
\ NAVY CONSTRUCTIONMAN RECRUIT BOBBY J. FITGERALD, son of Leonard L. and Mary M. Fitzgerald of Buchanan, has completed recruit training in San Diego.
Fitzgerald is a 1992 graduate of James River High School.
\ DANNY A. HOGAN, son of Ola Hogan of Roanoke and the late Andrew Russell Hogan, has been promoted to brigadier general in the Air Force Reserve. He is mobilization assistant to the director for programs and evaluation at Air Force Headquarters at the Pentagon.
Hogan began his career as a pilot in 1965 and resigned his regular commission in 1975.
His reserve assignments all have been at the Pentagon, serving on the air staff and in the Office of the Assistant Secretary of the Air Force for Financial Management.
Hogan graduated from Jefferson High School in 1961 and Virginia Military Institute in 1965.
He lives in Bakersfield, Calif., where he is director of the U.S. Department of Energy's Elk Hills oil field.
