City police announced Friday that a 16-year-old and a 17-year-old, both of Manassas, had been released to their parents after the misdemeanor arrests.
The teen-agers admitted to taking and abusing cats, according to Police Chief Chris J. Tutko. Two of the cats were set on fire, two were thrown from a speeding vehicle and three were run over, Tutko said.
The suspects, who were not identified because of their ages, told authorities they took the cats over a 90-day period.
