Agnor, a 1971 graduate of the Naval Academy, will oversee the city's 911 communications center, flood warning system, radio shop and telephone and radio communications.
He has 21 years of experience with the Navy as a communications officer, weapons officer and executive officer on naval ships, including service in the Persian Gulf.
He served at the Pentagon from 1985 to 1987, helping with the Navy's fleet modernization program. He earned a master's degree in informations systems management at the University of Denver in 1992.
Agnor said there are similarities between city and naval communications.
"The city's 911 system is very similar to a combat information center on a naval ship," said Agnor. "There is a direct correlation between crisis management in both environments."
City Manager Bob Herbert said Agnor's ability to work well with people will benefit the city's internal communications systems and the ability to react quickly and professionally on calls for emergency assistance.
