"I don't think it's reasonable that we can move that far," said Sen. David Boren, D-Okla., prime Senate sponsor of President Clinton's campaign finance package.
The amendment, defeated 84-13, was offered by Sen. Paul Wellstone, D-Minn., who said strict donation limits were the only way to get big money out of politics.
The law now allows individuals to donate up to a combined $2,000 to a candidate for a primary and general election.
The Wellstone amendment was the first in what was expected to be at least two weeks of Senate tinkering with the campaign finance bill. Hundreds of amendments are anticipated, but there was no assurance the bill would come to a vote at the end of the process.
