The violations were outlined in a report sent to Bedford County this week following a state inspection of the animal shelter.
The state has asked the county to submit a written response to the findings within 60 days, outlining what actions will be taken to correct the problems.
County Administrator Bill Rolfe said the county is planning to build a new shelter adjacent to the current facility on Virginia 714 just outside Bedford by the end of the year.
He said the new building should bring the county into compliance with all state regulations for animal shelters.
The state cited the shelter specifically for improperly sealed floor surfaces where dirt and feces build-up could create animal health hazards.
In addition, holding pens were found to have sharp wire ends and other potentially harmful conditions. Concerns about drinking water, the size of the holding pens and properly separating the animals by size and species also were raised.
The shelter was found to be euthanizing its animals properly, but was not burying them deep enough to comply with state law.
Rolfe said shelter workers have started burying the animals deeper.
