$4,121 OK'D FOR ANIMAL SHELTER REPAIRS

Councilman David Worrell finally got his colleagues to approve a $4,121 request to complete improvements at Radford's animal shelter, but it took some doing.

At its last meeting, council deadlocked 2-2, defeating Worrell's motion to reinstate the full amount Police Chief A.C. Earles had estimated to finish the job; Councilman Gary Weddle was absent. Council instead approved the first reading of an ordinance allocating just $2,500, after some members recommended looking into ways to do the job for less.

Undaunted, Worrell repeated his motion during a second reading Monday. This time, Weddle was on hand to second the motion and vote for it.

But that didn't sit well with Councilwoman Polly Corn, who has voted against past animal-shelter money requests. Corn challenged Worrell's motion because it had been denied previously by the tie vote. Roberts Rules of Order do not permit someone voting in the minority on a question to introduce it for a second vote.

Worrell maneuvered around the challenge by getting Weddle to reintroduce the amendment, which Worrell then seconded. That motion and the next, to approve the higher figure on the ordinance's second reading, passed 3-2.

City Manager Bob Asbury said the parliamentary challenge was moot since there was no "minority" on the first vote, a tie.

Council also approved a $261,298 pavement-maintenance program for 1993-94 drawn up by City Engineer Jim Hurt. Before the council meeting, Hurt accompanied council members and city officials on a bus tour of various projects. Council also approved a program of maintenance and replacement for sidewalks, curbs and gutters totaling $109,755 for the current and next budget years.

Council made several appointments to boards and commissions. Ann Chrisman and Rick McWhorter were appointed as new members of the Recreation Commission. Abie Williams and Ed Yadlowsky were reappointed to the Industrial Development Authority, Michael Weddle and Yea-Fang T. Chung to the Library Board, and Irene Price and Larry Lowe to the City-University Joint Commission on Public Affairs.
