TEXAS LEGISLATURE OKS HATE-CRIMES BILL

People convicted of murder, rape or kidnapping motivated by prejudice would be ineligible for probation under a "hate crimes" bill approved Saturday by the Legislature.

The legislation would crack down on cases such as the highly publicized 1991 murder of a black man by three members of a white supremacist group, said Sen. Rodney Ellis.

Rep. Allen Place, head of the House criminal jurisprudence committee, said the provision removing eligibility for parole for first-degree felony convictions would make the measure the toughest hate-crime legislation in the nation.
