The authority was created by the General Assembly to promote economic development in Alleghany County and Clifton Forge. The authority's chief sponsor was state Sen. Malfourd "Bo" Trumbo, R-Fincastle.
Joining Holton at the authority's kick-off will be three General Assembly members who have worked with similar economic development authorities in other parts of Western Virginia - state Sen. Virgil Goode, D-Rocky Mount; state Sen. Jack Reasor, D-Bluefield; and Del. Ford Quillen, D-Gate City.
Quillen sponsored the legislation to set up the Coalfield Economic Development Authority, on which Trumbo modeled his bill for the Alleghany Highlands group.
One reason Trumbo is making such a big show of the authority's start is to try to persuade Covington to join. The Alleghany Highlands' largest city protested Trumbo's original bill to include it in the authority.
"This representation shows how we are trying to pull rural Virginia's economy together, for the good of the whole," Trumbo said.
