Michael R. Conner was charged after U.S. Customs agents traced a mailed package of steroids to Conner's address and rigged it with an electronic device that would alert them when it was opened.
In papers filed Wednesday in federal court in Roanoke, Customs Agent John Chakwin said that after the alert went off, police went to Conner's apartment on Madison Street and found him with the opened package. Chakwin said in an affidavit that Conner admitted he had ordered the steroids from England.
Customs agents spotted the package last month at a special center in Loudoun County where they monitor international mail. The steroids were discovered when the package was checked to see if it contained the ladies watch, T-shirt and video cassette listed on a customs declaration.
Customs officials then took out most of the steroids, rewrapped the package with the electronic device and mailed it to Conner's address.
Authorities said that in Conner's room they also found several sheets of paper with persons names alongside names of certain steroids and "what appears to be dollar amounts."
Investigators also found an entry blank for the 1993 U.S. Bodybuilding Championship.
Conner was released on $2,000 bond.
