Westmoreland Coal Co., Philadelphia-based producer and marketer of coal with operations in Western Virginia, has elected CHRISTOPHER K. SEGLEM as president and chief executive officer. He has been president and chief operating officer since June 1992, having joined Westmoreland in 1980 as vice president and general counsel for the company's Colorado Westmoreland Inc. subsidiary. He succeeds PEMBERTON HUTCHINSON, who will remain chairman of Westmoreland's board of directors.
CHARITIES
Total Action Against Poverty has named ANNETTE LEWIS director of its employment and training services and SUSAN S. BAER director of program development and planning.
Lewis, a TAP employee for five years, formerly worked as supervisor of family services and parent involvement for the Head Start program.
Baer also will work as director of CAP-AAD, a technical assistance and information network developed to help community action agencies take advantage of properties acquired through the savings and loan bailout and held by the Resolution Trust Corp. An employee for four years, she was previously operations manager for housing and community development and the coordinator of the summer youth program.
\ CLEO SIMS, director of TAP's Head Start program, has been appointed acting deputy director. She will serve until deputy director ALVIN NASH returns from a six-month stint as as a consultant on the the Hotel Roanoke renovation project.
\ JUDI HUFFMAN, currently housing administrative manager, has been named acting director of TAP housing development and acting executive director of the TAP Housing Corp.
TAP's weatherization manager, JAMES R. ROBINSON, has been named acting director of housing counseling and weatherization.
COLLEGES & UNIVERSITIES
\ REBECCA C. CLARK and VIRGINIA R. VORST, both of Salem, have been promoted to associate professors of nursing at the College of Health Sciences in Roanoke. Both are registered nurses. In addition, Vorst works as second-level coordinator for the Nursing Education Program.
Also, GLEN R. MAYHEW has been promoted to assistant professor of emergency health sciences. He is director of the Emergency Health Care Training Center.
\ DAVID BARKER has been named news bureau director and Campus Currents editor in the office of public information and relations at Radford University. He formerly worked as communications director of the West Virginia Department of Agriculture in Charleston, W.Va., city editor of The Bluefield Daily Telegraph in Bluefield, W.Va. and sports editor of The News Messenger in Christiansburg.

\ ANNE V. SPRAGUE, formerly of Woods, Rogers & Hazlegrove, has become associated with Arthur E. Neubauer, a Roanoke lawyer. Sprague will specialize in Social Security disability law.
