Brogan, of Lexington, had a four-shot lead on the field going to the 10th hole, but soared to an 8-over-par 43 on the back nine to hand the tournament to Partridge.
Partridge had a final-round 74 and finished with a 4-over 214 total for 54 holes. Ohio native Chuck Smith finished second at 216, while Brogan, who had a final-round 78, was third at 217.
Tom McKnight of Galax had a 75 Sunday and finished fifth at 218.
Roanoke College graduate Glenn Prillaman shot 71 - the day's second-best score - and finished seventh at 221. Pulaski's Chuck Tickle was eighth at 222. Blacksburg's David Chalmers finished at 227.
Mike Smith was the only Roanoker to make the championship flight. Smith had a final-round 80 and finished in a tie for 35th at 231.
