The Department of Environmental Quality has given LancerLot owner Henry Brabham permission to cover the debris Monday after some of the unacceptable material was removed.
"We wanted to get that stuff covered so it doesn't blow all over the place," said Steven Wright, compliance and enforcement manager of the department's waste management division in Roanoke.
Wright said some of the improper materials - such as insulation and drywall - was removed last week from the open face of the fill by demolition contractor Alan Amos.
"We told them to get what they could off the face, realizing it was pretty steep and we didn't want someone to lose their life over a piece of drywall," Wright said.
Amos was given the green light to cover the remaining material after he certified that nothing improper had been buried in other parts of the fill area, Wright said.
Brabham tore down the skating rink portion of the LancerLot after the roof collapsed during a heavy snowstorm in March.
Brabham is working to reopen the fitness center portion of the LancerLot.
